The ADSO London Branch Summer Seminar will take place on Friday 5th July 2019 9.30am – 2.30pm at London Councils, 59½ Southwark Street, SE1 0AL

This year the branch are focussing on the challenges faced by Local Government and we will be hearing from Chief Execs, Councillors and Democratic Services Managers.

There will also be some facilitated workshops covering the following areas:

Governance Reviews – What is the Point?
Setting Boundaries – Personal Resilience for Managing Professional Challenges
Being a Councillor – what the challenges are and what I need from Democratic Services?

The London Branch AGM will take place at 12.30pm, followed by a networking lunch.

Registration from 9.30am for a start at 10am.

  • Discussion on the Local Government Act 1985 and Local Government and Housing Act 1989
  • Local Government Act 2000 – What did this mean for Local Authorities? What was new?
  • Case Studies and feedback – Applying legislation to the democratic process
  • Local Government and Public Involvement in Health Act 2007 – What changes to the decision making framework did this Act require?
  • Local Democracy Economic Development and Construction Act 2009 Case Studies and feedback – Interpreting and applying legislation
  • Localism Act 2011 – What new opportunities did this Act bring for Local Authorities?
  • 2012, 2014 and 2015 – Discussion regarding most recent legislation including Executive Arrangements 2012, Health and Social Care Act, 2012 and Openness Regulations 2014

Training course description.

Local authorities are increasingly establishing new forms of service delivery to respond to budget pressures, increase efficiency and provide value for money with ever diminishing resources. Democratic Services Officers are being asked to support these new bodies, many of which operate at arms- length to the Council and outside of the more traditional governance processes. Different relationships, partnerships, responsibilities and lines of accountability are being formed. This requires new skills and knowledge on the part of DSOs – the same as the company secretarial role in the corporate sector. This has extended our role. We should see it as an opportunity.

 

The course will cover:

*  the types of new service delivery models currently operating

*  the legal framework relating to these bodies

*  their relationship with the local authority including accountability, reporting lines, conflicts of interest and the role and status of those that serve as Directors on those bodies (i.e. independents, councillors and senior management of the company) serving on those bodies

*  the role of DSOs as Company Secretaries or company secretarial support and the new skills and knowledge required.”
